"Installing..." page hangs when attempting to install add-ons on new XF 2.3.3 instance

I set up a test instance of XF 2.3.3 so we can do a test upgrade first before upgrading our main site. I got the latest versions of the add-ons we're using and extracted them; they now show up on the Add-ons page as uninstalled. Attempting to install any brings up the "Installing..." page, and that's it. It doesn't seem to advance past that.

Server OS: Debian 12
httpd: Apache 2.4
PHP: 8.3 (tried 7.4 as well)

I am using Cloudflare, but I set it to bypass the cache on the staging domain...
