Can a moderator view admin panel of Xenforo?

Hiya,

I would like to know can a moderator view admin panel of Xenforo? My moderator wants to have access to the admin panel, I want to give the user access but not to allow the user to create new nods and disallow to make any changes on the forum structure. The users want to just have a look at the admin panel, please can you inform me if this is something possible or not?
