UI issue — User tag pop up instead of drop down in some cases?

As seen in this video, if you select the 3rd person in a tag drop down, you might just accidentally tag @Chris D, for instance, and post it immediately, because the 3rd person is him and lands right over the Post reply button.

There's enough screen space to pop up, but there may be cases when popping down results in an unwanted reply.
