Email bounces for a user pending email validation aren't processed

If a user registers with an invalid email address the automatic bounce handler will never process their email if it bounces. Not sure if this behavior is desired, but if their validation email bounces I can't see any reason against marking their account as bounced and forcing them to change their email rather than allowing them to keep requesting it be resent without realizing their email address was entered incorrectly
