Direct public URLs are missing cache buster

Due to the changes implemented for xenforo.com direct public URLs for attachments don't change even if their content changes (and thus file_hash) changes.

This may cause outdated versions being used from browser or intermedia / CDN caches if they can be accessed via a direct URL - which by default is the case for audio & video attachments.

Suggested Fix
Add a cache-buster query...
